PeriFeria Festival allows you to discover the outskirts of Brussels and its spatial particularities in an unconventional way and challenges you to help come up with solutions.

Together with local residents, neighbourhood organisations, designers, researchers and artists, organiser City3 has created an exciting program of workshops, guided tours, artistic interventions and made-to-measure activities.

For the 2015 edition, PeriFeria invites you to the area of Buda, the Vilvoorde Viaduct and the former Renault factory. A fascinating spot in the north of Brussels where all the spatial challenges of the periphery converge.

In the run-up

This year, the PeriFeria Festival will be taking place in the Northern periphery of Brussels. As a warming up however, we will also explore some other parts of the fringes of Brussels together with the public school for architecture. On Monday evening 24/08, we plan to discover the East periphery of Brussels, together with guides from Bogdan & Van BroeckADT-ATO and VLM.

First, we visit the Reyers district, the area between Chaussée de Louvain, Reyers and the E40 which is considered to be one of the “strategic zones for urban development’ of the Brussels Region. In 2010, a master plan was drawn up, aiming to redevelop the area from a patchwork of large real estate projects, office buildings and traffic infrastructure into a “creative and vibrant mixed city district” with housing, shops, services and leisure provision. Since then the projects mediapark.brussels and Parkway / E40 were launched.
Our next stop is a site at Colonel Bourg where a mixed use residential project – Skyline Europe – is being developed by Bogdan & Van Broeck architects.
From there, we cycle through the multi-storey apartment towers and office blocks of the Gulledelle and Roodebeek area in Woluwe-Saint-Lambert, a ‘to be densified pole of the second crown’ in the Brussels Region.
We then cross the regional border into Flanders, to trade in the Brussels towers and offices for the allotments and fields of Kraainem. For some years now, the VLM Flemish Land Agency has been working in this part of the periphery to develop an open space network to strengthen the green character of the Woluwe Valley.

We finish our exploration of all these different storylines and urban scales at the Vuilbeek, a small affluent of the Woluwe that has been adapted into an ecological corridor and water storage landscape.

On Wednesday evening 2 September you can join us on a guided walking tour to discover the South periphery of Brussels, together with planners, designers and researchers from BUUR, CityDevGO!, Coordination SenneRegionaal Landschap Pajottenland & Zennevalleiasbl Cultuurcentrum Dilbeek and artist Paoletta Holst.

 We will start near the metro station of Ceria Coovi, where we visit the Marco Polo site, a mixed-use project by CityDev and BUUR that tries to combine housing and working in a renewing way. The architects and planners involved in the project will explain for us the concept and approach that was applied.
Next we visit the Ceria-Coovi complex, a school campus founded in the 1950s, renowned for it’s architecture as well as for it’s famous cookery and bakery school. Several new development plans for the school campus are currently being made. At GO! and Scholengroep Brussels, the organizing bodies of the school, an experimental approach of integrated panning is being tested. One of the architects involved in the process will shed light on the new planning approach and the plans that came out of it.
From Ceria Coovi we walk to the canal of Brussels, to “the lock of Aa”. We then follow the Senne river, all the way into Drogenbos, Flanders. First, we visit one of the few parts in Brussels where the Senne river is flowing in the open. Next, we retrace the course of the river throughout an area on the border between Brussels and Flanders where factories, office buildings and traffic infrastructure dominate the suburban tissue.  Two guides from Coordination Senne and Regional Landscape Pajottenland and Zenne Valley and artist Paoletta Holst will explain us what the issues relating the Senne river are about.
We conclude our safari with a visit to one of the proposed sites for the development of a new large scale Cultural and Congress Center in the southern border of Brussels. In Flanders and Brussels, the plan for a new suburban cultural center in Ruisbroek is highly contested. Frans De Boeck, chairman of Cultuurcentrum Dilbeek, will explain us the current state of affairs, and will clarify the larger cultural context in which the debate is taking place.

On Tueasday evening 15 September, PeriFeria invites you to discover an area in the western periphery of Brussels called Neerpede.

Since a few years, IBGE/BIM  and the Flemish Land Agency VLM have been working together on an ambitious interregional masterplan for the redevelopment of this peri-urban zone in the west of Brussels.
The strategic objectives consiste in preserving and optimising the landscape and its ecological and cultural heritage. While at the same time developing the agriculture in the area, however in direct link with the Brussels food market which should allow organic farming methods to develop. A third objective of the masterplan aims at improving the balance between  agriculture, nature and recreation, in order to obtain a symbiotic use of the open land.
As part of the tour, we will visit the site where IBGE is developing an “agro-bio-pôle”, a zone reserved for organic farming.

HSP-Atomium

The Holy Shit Preacher is a unique mobile dry-toilet facility conceived to address the sanitation needs of visitors of the PeriFeria Festival. The installation also serves as a composting unit that transforms excreta into terra preta fertilizer that will be used to fertilize gardens and orchards of the north periphery of Brussels during spring 2016.

The facility was conceived and designed by Collective Disaster in collaboration with City3, and built during the month of August 2015 together with the Welding Training Center of VCL, with Pro Natura, a green social economy organization, following up on the composting process.

On Saturday 26 and Sunday 27 September, the Holy Shit Preacher will be performing a High Mass at the PeriFeria Festival.

But already in the weeks leading up to PeriFeria, you can assist to the missions of the Holy Shit Preacher!

On Saturday 5/09, the Holy Shit Preacher will attend the Braderie and Jaarfeesten of Neder-Over-Heembeek and the Brussels Cycling Classic at the Atomium in order to obtain new followers. On Saturday 12/09 an offertory of Holy Shit can be made at Vilvoorde Market, at the Dorpsfeesten in Haren and at Bellastock Bruxelles. The Mekitburn Camping and Car Free Sunday in Brussels on Sunday 20/09 will be yet another occasion to attend the sermon of the sacred powers of the Holy Shit.

With Holy Shit Preacher, Collective Disaster, City3, VCL and Pro Natura try to sensibilize on the theme of sustainable waste processing and cyclic sanitation systems, while broadening up the knowledge around a thematic that spans across sustainable infrastructure and local economy to socially engaged art.

Opening exhibition In Perispective

Expo-In-perispectiefAn exhibition in the creative hub of the Kruitfabriek provides an overview of the research projects running in the northern periphery of Brussels over the last few years, showing some new perspectives on the area. Atelier Productive BXL (by Architecture Workroom, BRAL and BBL),  Metropolitan Landscapes (by Vlaams Bouwmeester and partners), Re:Work (STeR* and La Cambre LoUIsE), the research by design projects in the framework of T.OP Noordrand, and research projects by among others XDGA, 51N4E and Desmet Vermeulen architects as part of the redevelopment project Watersite, are brought together for the occasion.
The exhibition will be opened on Thursday evening 24 September with a debate (in Dutch) and a reception.

Etat-des-Lieux

How can philosophers, sociologists and other thinkers shed light on our understanding of the spatial issues in the northern periphery of Brussels? On Friday evening 25 September, the PeriFeria Festival welcomes État des Lieux for an immersive discussion om theory and urbanism. Take part in this unique interaction between theory and place.

An installation based on conversations with sociologist Mathieu Berger, urbanist Wouter Bervoets, cultural researcher and economist David Hamers, political scientist and philosopher Maarten Crivits, cultural philosopher Bart Verschaffel, political and social scientist Pascal Debruyne, artist Ief Spincemaille and architect Peter Swinnen will be presented on site.

The northern periphery of Brussels, with its vacant lots, abandoned buildings and decaying infrastructure, is in need of a new framework for restructuring and redevelopment. But at the same time the current indeterminacy triggers the imagination and provides opportunities for experimentation.

On Saturday 26th of September the former Renault factory will be the site of an open exercise in collective thinking about new types of urbanism in the periphery of Brussels. City3 has assembled a program following the approach of the public school for architecture brussels, where the speaker’s and the public’s input are equally important.

Information and insights delivered in four inspiring presentations, by Tom Coppens, T.OP Noordrand, Commons Josaphat, and Anderzijds will pave the way for an open conversation, supported by the collective knowledge and inspiration of the public and triggered by questions and responses of Rik Pinxten, Michiel Dehaene and Hugo Vandendriessche.

Academic expert Tom Coppens will identify some shortcomings of the predominant discourse in urban planning and mobility. What are the essential challenges that aren’t being addressed and what corrections are necessary?

Wiet Vandaele, project leader of T.OP Noordrand is tasked on behalf of the Flemish Government with the development of a transversal and collective spatial vision for the area between Heizel, Vilvoorde, Zaventem and Van Praet. Illustrating the applied process and preliminary results, he will offer an idea of the planned approach for the area.

The citizens initiative Commons Josaphat based on self-organization and the concept of commons offers a counterpart. As their action terrain is part of the research area T.OP Noordrand focusses upon, they bring a locally relevant and citizen-run alternative into the discussion.

Wim Van Parijs and Sophie Van Weert of CC Westrand and CC Strombeek take with their initiative Assemblee – Anderzijds, thinking about/across borders the assumption that the Flemish cultural institutions in both Brussels and the northern periphery contribute to one shared cultural space, each from their own perspective, as a starting point. They raise the question of how a cultural center should position itself within the transforming city periphery.

Antropologist and philosopher Rik Pinxten, researcher and urban planner Michiel Dehaene and artistic manager Hugo Vandendriessche will set out some lines of thought and questions, based on the presentations, to trigger an inspiring public exchange.

An exhibition in the creative hub of the Kruitfabriek provides an overview of the research projects running in the northern periphery of Brussels over the last few years, showing some new perspectives on the area. Atelier Productive BXL (by Architecture Workroom, BRAL and BBL),  Metropolitan Landscapes (by Vlaams Bouwmeester and partners), Re:Work (STeR* and La Cambre LoUIsE), the research by design projects in the framework of T.OP Noordrand, and research projects by among others XDGA, 51N4E and Desmet Vermeulen architects as part of the redevelopment project Watersite, are brought together for the occasion.

Practicalities:
Open on Saturday and Sunday 3,4,10 and 11 October, from 11:00 to 17:00.
Admission is free.

The exhibition is based on contributions by Architecture Workroom Brussels, BRAL, Bond Beter Leefmilieu, Ruimte Vlaanderen T.OP Noordrand, Agentschap Natuur en Bos, Team Vlaams Bouwmeester, Vlaamse Landmaatschappij, Brusselse Bouwmeester, Brussel Stedelijke Ontwikkeling, Leefmilieu Brussel, STeR, La Cambre LoUIsE and Vlaams Architectuurinstituut.
